Abstract

The financial activities of the country have been changing in accordance with the alterations in social and political environment, particularly in the economic and social aspects. In the beginning of transition process and its socio-economic contradictions and with the expansion of state functions, such concept has turned into the concept on active functions. The share of the public finances in GDP is increasing, so nowadays in most countries it is one-third or even a half of the social product. Finance is therefore a key factor in studying new instruments the country could implement in its economic and social politics, since it deals with the qualitative changes in methods of applying financial instruments, which have not yet changed its former forms (taxes, loans, budget, and expenditure) particularly when it comes to the capitalistic countries.
